Description

Responsible for the overall operational management of the Estate Control Centre, supported by the Control Centre Managers and ECC Project Manager.


Duties

  •  Responsible for the performance of the Pass Office.
  • Oversee the security operations of One Canada Square, 25/30 Churchill Place, 40 Bank Street, 7 Westferry Circus and any other building which may be managed by CWM in the future.
  • Responsible for the performance of the plain clothes team, including staffing, operational efficiency and training.
  • Responsible for the performance of the traffic team, including staffing, operational efficiency and training.
  • Oversee and quality assure all aspects of training, arranged and coordinated through the security Department, including researching and implementing new training as required to ensure operational efficiency.
  • Oversee the ‘Dynamo’ programme, ensuring that all activity is appropriate, risk assessed and proportionate to the aim of the exercise.
  • Oversee and develop the Department exercise programme, making maximum use of opportunities presented by the Emergency Services and other partner agencies. To ensure such activity is suitable and, where necessary, communicated to Tenants and other interested parties.
  • Ensure Standard Operating Procedures Assignment Instructions are maintained, reviewed when necessary and stored on the relevant database.
  • With other senior Departmental managers, take part in the selection and, as appropriate, training of all new members of the Department.
  • Oversee compliance with the Physical Employment Standards programme, escalating cases of poor performance or failure to the Head of Security as necessary.
  • Undertake projects (non-technical) as directed.
  • Oversee and performance manage the SABRE and PSIA programme.
  • Provide operational liaison to the Emergency Services as required to facilitate joint working.o monitor professional standards, including complaints, within the Department and undertake investigations when required.
  • To provide such reports and data as required by the Head of Security, Director Group Security or Managing Director.
  • Be prepared to meet the relevant requirements for the Security Department of the full or partial invocation of the Group Business Continuity Plan of Incident Management Plan.
  • Undertake audits of external suppliers and Departmental units, as required.
  • To be responsible for budget management for the areas of Departmental training and the Estate Control Centre, liaising with the DHOS (Resources) where appropriate.
  • Represent the Company/Department as required at meetings and presentations.
  • Ensure all aspects of Health & Safety are compiled with within the area of responsibility.
  • When requested, liaise with CWCL construction sites regarding professional advice.
  • Carry out any other reasonable duties or requests from time to time by the Head of Security or Director Group Security.
  • Be available on a shared basis, with the Head of Security and Deputy Head of Security (Resources) for out of office hours and weekend consultation and, if necessary, attendance at Canary Wharf.
  • Deputise for the Head of Security when required

Essential criteria

  • Significant management experience within a Security or similar operation.
  • Demonstrable experience in managing large events and/or major incidents.
  • Evidence of effective performance management and achieving objectives.
  • Ability to represent the Company at a senior level in internal and external meetings is essential.
  • Experience in working with partners, such as the Police and Centre for Protection of National Infrastructure would be advantageous.
  • Ability to write concise and comprehensive reports.
  • Capable of implementing strategy and development of policy and procedures.
  • Excellent communication and interpersonal skills experienced at delivering briefings/presentations.
  • Must be able to prioritise effectively and manage complex work streams simultaneously.
  • Effective Personnel management with experience of dealing with performance, discipline, investigation and welfare issues.
  • Exercise planning and training experience would be an advantage.
  • Evidence of continuous professional development is desirable.
