JOB SUMMARY

To protect the interests, business, assets and well-being of Canary Wharf Group plc and Southbank Place Ltd, the tenants, employees and the general public, from unlawful activity and anti-social behaviour, through the delivery of an effective, efficient and economical security service.

Duties

MAIN RESPONSIBILITIES

1. To be responsible for the overall management and administration of the Security Department, operating the Department in accordance with the CWG Vision, Mission and Values.

2. To ensure that the overall and specific responsibilities of the Department and its staff are underpinned by the establishment and maintenance of appropriate policies, procedures and instructions.

3. Oversee the formulation, control and management of the budget allocated to the Security Department, including preparation of the annual service charge, accruals, cross charges, payroll and purchase orders, with the focus on achieving value for money.

4. To provide such reports and data relating to incidents, events and the performance of Security staff, as required by the Director Security and Resilience and CWML Directors.

5. Specifically, responsible for ensuring daily deployment of resources is appropriate to meet the requirements of relevant strategies, pre-planned and existing commitments, with the capacity to respond adequately to spontaneous incidents and emergencies.

6. To monitor and measure reported crime on the Estate and devise mechanisms and tactics to address specific problem crimes.

7. To liaise with, control and manage individuals and groups seeking to conduct protest activity on the Estate or Southbank Place.

8. To maintain contacts and liaise with the Police and other agencies regarding specific crimes, planned protest activity, VIP visits and other related issues.

9. To develop, maintain and exercise contingency plans relating to special events, potential emergencies and disasters or other matters affecting the security of the Estate and Southbank Place.

10. To devise and manage a quality assurance programme designed to monitor staff performance and security measures utilised, so as to achieve maximum cost effectiveness and added value.

11. To be responsible for the efficient and effective management of vehicular traffic on the Estate, through the development and maintenance of policies and procedures designed to deal with all aspects of vehicle flow, parking, safety, accidents, prohibitions, infringements and pedestrian movements.

12. To liaise with the public transport agencies, primarily DLR, London Underground, Transport for London and British Transport Police, producing a co-ordinated response to incidents and developing contingency plans as appropriate.

13. To develop and implement a human resources strategy, in consultation with CWG People & Development Department to foster a culture of inclusivity and respect for diversity.

14. To undertake discipline/grievance investigations within other CWG Departments, at the request of the Directors and/or Group Personnel Manager.

15. To develop, maintain and implement a training strategy, to ensure that personnel have sufficient knowledge and skills to deliver an effective service.

16. To test and exercise personnel on their core responsibilities, as well as incident/crisis management.

17. To consider the impact of relevant legislation on security management, ensuring subsequent compliance by implementing appropriate policy, procedure and practice.

18. To produce an annual business plan, establishing goals, objectives, and tasks together with associated budgetary implications, managing and reviewing the process on a continuous improvement and added value basis.

19. When requested, to advise CWCL on the introduction and maintenance of security programmes on Company construction sites, together with the provision of advice on crime and other security issues.

20. The provision of advice to the Director of Security and Resilience, CWCL project directors/managers and security consultants on the impact of new construction/developments on the Estate.

21. To liaise closely with tenants’ Security Managers, to include arranging and chairing meetings for the purpose of sharing information and best practice and addressing issues of mutual interest or concern.

22. To enhance business relations and revenue by providing security advice and services to existing, new and potential tenants.

23. To carry out any other reasonable duties or requests from time to time by the Director Security and Resilience, CWML Co-Managing Directors and Directors.

24. To deputise for the Director Security and Resilience, as required.

25. To be available on a shared basis, with the Deputy Head of Security for out of office hours and weekend consultation and if necessary, attendance, at the Estate.

Essential criteria

1. Significant experience at senior management level within a large Security or similar operation.

2. Demonstrable experience in managing large events and/or major incidents.

3. Evidence of effective performance management and achieving objectives.

4. Ability to represent the Company at a senior level in internal and external meetings is essential.

5. Must have experience and an appreciation of budgetary issues and the principles of obtaining best value.

6. Experience in working with partners, such as the Police and Centre for Protection of National Infrastructure would be advantageous.

7. Ability to write concise and comprehensive reports.

8. Capable of implementing strategy and development of policy and procedures.

9. Excellent communication and interpersonal skills experienced at delivering briefings/presentations.

10. Must be able to prioritise effectively and manage complex work streams simultaneously.

11. Effective Personnel management with experience of dealing with performance, discipline, investigation and welfare issues.

12. Exercise planning and training experience would be an advantage.

13. Evidence of continuous professional development is desirable.

14. Must be prepared to perform out of hours ‘on-call’ function including attendance where necessary.
